The TMG to conduct a second interview survey with regard to the facility operation of the Ariake Arena

The Tokyo Metropolitan Government (hereafter the ‘TMG’) plans to conduct concession type for the facility operation of the Ariake Arena designated to be a venue for Tokyo 2020 Olympic and Paralympic Games (hereafter ‘Tokyo 2020’) by making full use of the private sector vitality. We have implemented the first interview on February this year.

Following the first interview, we would like to conduct a second interview with regard to the facility’s basic idea including the purpose, details and scope of the facility in preparation for designing the Ariake Arena consession schemes.

1. Name of the facility

Ariake Arena (Ariake 1-9, Koto Ward, Tokyo)
(During the Olympic Games time: Volleyball and during the Paralympic Games time: Wheelchair basketball.)

2. An overview of the planned interview survey

(1) Requirements to be considered for the interview

A juridical person or a group of such persons (such as corporations and associations/foundations) who will have expressed interest in the concession schemes for the facility operation of the Ariake Arena and satisfy the following two conditions:

  • a. Capable of implementing the following necessary operations for the facility operation of the Ariake Arena ;
    • (a) General management and operation
      General management, general affairs and accounting etc.
    • (b) Facility operation
      Planning and promoting events including sport events and concerts.
    • (c) Facility maintenance operations
      Maintenance, cleaning, security, and renovation etc.
  • b. A track record of having experience in the facility operation using PFI/PPP types/schemes. (For a group application, please include the juridical person who shall comply with the provision as stated immediately above.)

(2) Interview schedule

Announcement of the basic idea In late August, 2017
Application for the interview No later than Monday, 28 August to Thursday noon on 31 August, 2017.
Submission of supporting materials No later than Tuesday noon on 12 September, 2017.
Interview period Interviews to take place on weekdays from Tuesday, 19 September to Friday, 29 September, 2017. (Max. 60 min. each)

(3) Overview and related matters

As explained in the “A guideline for a second interview survey on the facility operation of the Ariake Arena”.

(4) Others

The TMG will consider the requirements (as provided in 2. (1) above) of each applicant after receiving the application and provide additional information (documents etc.) on the facility operation of the Ariake Arena only for those applicants who have satisfied the requirements.
Each interview will be a closed meeting conducted separately and independently for the protection of proprietary ideas and know-how of an interviewee.
