The Olympics in Tokyo: Plan for Hosting the 2016 Olympic Games
On June 30 the Tokyo Metropolitan Government (TMG) submitted its plan for hosting the Olympics to the Japanese Olympic Committee (JOC).
Concepts
(1)The most compact Olympic Games ever The facilities for 26 of the 28 competitions (excluding football qualifying games and sailing), the Olympic Village, and the media center will be located within a 10km radius of the city center.

(4)An Olympic Games overflowing with hospitality and Japanese culture
(5)An Olympic Games that will greatly advance the Olympic movement and pass on its tangible and intangible legacies to future generations
Financial Plan
- Bid Expenditure: 5.5 billion yen
The TMG will bear 1.5 billion yen with the remainder to be covered by private capital.
- Operating Expenditure: 294.3 billion yen
Revenues will center on private funds as well as contributions by the International Olympic Committee (IOC) and proceeds of ticket sales, resulting in zero financial burden for Tokyo as the host city.

Fundamental Principle for Facility Development
We will control expenses and minimize environmental load by fully utilizing the existing athletic and convention facilities available in Tokyo. No new building sites will be acquired and the need to construct new facilities will be reduced.
If existing facilities prove to be insufficient, the creation of temporary facilities, refurbishment of existing facilities or construction of new ones will be options weighed in deciding an alternative method of development.
Olympic Stadium (Harumi 5-chome, Chuo Ward)
The Olympic Stadium will hold the opening and closing ceremonies, track-and-field events and football matches. It will be Japan's largest stadium with a spectator capacity of 100,000 people and shall boast the latest facilities. |

Olympic Village/Paralympic Village (Ariake 1-chome, Koto Ward)
The Olympic Village, which will be able to accommodate 18,500 athletes and officials, will be environmentally friendly and its facilities will be based on universal design.*
*Universal design refers to design which enables easy use by the greatest possible number of people, regardless of factors like age or disability.
Media Center (Lot vacated by the move of the Tsukiji Market)
The media center which will be the headquarters for media coverage and incorporate the Main Press Center (MPC) and the International Broadcasting Center (IBC), providing an optimal press coverage environment 24 hours a day. |

Paralympic Games
The Paralympic Games will provide the opportunity for people to experience a new style of living. The venues of the Olympic Games will be completely barrier-free to ensure comfort and accessibility to everyone, and these same facilities will serve as the venues for the Paralympic Games.
In addition, all of the facilities and installations of the Paralympic Village will serve as a model for the practical use of the latest technology.
