Asian Network of Major Cities 21
Overview
The Asian Network of Major Cities 21 (ANMC21) is an international network of Asian capitals and major cities. The member cities work together to tackle common issues in areas such as crisis management, environmental improvement, and industrial promotion, and apply the outcomes achieved toward the prosperity and development of the Asian region.

Bangkok, Delhi, Hanoi, Jakarta, Kuala Lumpur, Metropolitan Manila, Seoul, Singapore, Taipei, Tokyo, and Yangon
Plenary Meeting: An Opportunity for the Heads of Cities to Meet
In principle the chief executives (mayor or governor) of the member cities convene for a plenary meeting once each year.
The meeting decides important matters concerning network management, hears reports on the progress and outcome of joint projects, conducts discussions on the theme of member cities’ policies, and presents reports on issues of special consideration. Each meeting is concluded with the adoption of a joint declaration. In addition to the plenary meeting, the ANMC21 also gathers relevant officials of member cities for “working-level meetings” to examine practical issues related to the operation and administration of the network.
The ANMC21 Exhibition is also held during the Plenary Meeting, introducing the ANMC21 and providing members with the opportunity to promote their cities through exhibitions and stage performances.

Major Joint Projects
The member cities are undertaking joint projects on challenges common to large cities. The city that proposes the project serves as the “organizing city” of the project, with other cities choosing to take part based on the relevance of the project’s theme. Activities conducted in each project include organizing conferences/seminars, implementing training, and holding international events.
- Promotion of Development of a Small to Medium-sized Jet Passenger Plane
Air traffic demand in the Asian region is projected to greatly increase. This project aims to promote the development, manufacture, and operation of a small to medium-sized jet passenger plane through full use of Asia’s technologies and capabilities in order to contribute to the growth of the Asian aviation industry.

- "Welcome to Asia" Campaign
Asian cities work together to attract visitors from Europe, North America, Oceania and Asia, and other areas around the globe. The cities collaborate on the campaign and offer information through the official website.

- Network for Crisis Management
Natural disasters such as tsunamis, earthquakes, and floods have frequently occurred in Asia over the recent years, and new types of crises such as large-scale accidents and terrorist attacks are also on the increase. This network aims to increase crisis management capabilities through the exchange of each city’s expertise and experience, and the development of human resources.

- Holding the Asian Crisis Management Conference
Crisis management professionals gather once a year to share information and know-how related to crisis management.
- Developing human resources
Asian cities have been participating in the Comprehensive Disaster Management Drill and rescue technique training course implemented by the TMG, and Search and Rescue Trainings conducted by Singapore.
- Speedy information sharing through the Emergency Hotline
Information will be rapidly shared among participating cities in the event of an emergency.

- Countermeasures to Combat Infectious Diseases in Asia
In recent years, Asia has been facing major challenges in dealing with the outbreak of Influenza A (H1N1) and the spread of other infectious diseases such as HIV/AIDS and tuberculosis. This project aims for cities to (1) share their expertise and experience in dealing with infectious diseases, and (2) build a firm and lasting network among specialists to ensure prompt response to infectious diseases spreading across national borders.

- Asian Performing Arts Festival
Asian cities participate in this festival with aims of (1) encouraging the growth of Asian performing arts and promoting cultural exchange; (2) improving the quality of Asian performing arts; and (3) discovering talented artists and exquisite works, and developing a global market in which to distribute and promote them.

- Youth-to-Youth Program
The program organizes discussions and sports events among Asian youth in order to facilitate exchange between, and contribute to the development of, young people who form the core of Asia’s future growth.

- Staff Capacity Enhancement Program
This program aims to enhance the capabilities of staff of member cities by conducting training seminars for administrative officers and specialists where expertise and best practices in specialized fields can be shared.

- The TMG operates the Asian Human Network Database (http://www.asianhumannet.org/) with the aim of building a network between participants of the Staff Capacity Enhancement Program, international students at the Tokyo Metropolitan University, and others.
