Tokyo 2020 Olympic and Paralympic Games
At the 125th IOC Session held on September 7, 2013, in Buenos Aires, Argentina, Tokyo was selected to be the host city for the 2020 Olympic and Paralympic Games.
The Olympic and Paralympic Games are not only the world’s largest festival of sport, but a major event that brings significant change to the host city’s society and culture.
The Tokyo 2020 Games have the huge potential to trigger Tokyo’s reemergence and provide a golden opportunity for Tokyo to take further strides as a mature city.
Tokyo will not just deliver a successful Games. It will take the opportunity presented by Tokyo 2020 to accelerate solutions to the various challenges confronting the city and transform Tokyo into the best city in the world.

Organizations Preparing for the Games
The Tokyo Metropolitan Government (TMG) established the 2020 Olympic Games Preparation Council, chaired by the Governor of Tokyo, on September 11, 2013, in order to fully engage in efforts to host the Games.
In addition, on January 1, 2014, the Bureau of Sports was reorganized into the Bureau of Tokyo 2020 Olympic and Paralympic Games Preparation to advance preparations for the Games and to promote Tokyo’s sports policies.
On January 24, 2014, the TMG and the Japanese Olympic Committee (JOC), entrusted by the International Olympic Committee (IOC), established the Tokyo Organising Committee of the Olympic and Paralympic Games (Tokyo 2020 Organising Committee) to undertake activities related to preparations for and management of the Tokyo 2020 Games, and to contribute to its success.
As the Tokyo 2020 Games approaches, the TMG will further deepen collaboration with the Tokyo 2020 Organising Committee, JOC, Japan Paralympic Committee (JPC), sports circles, the national government, local governments, the business world, and others, and steadily advance preparations.
Preparations for the Games
1 Competition venues and other facilities
Of the competition venues for the Tokyo 2020 Games, the TMG is solidly working on the construction of new permanent facilities (excluding the Olympic Stadium), studying facility use after the Games, and renovating existing metropolitan facilities.
With regard to the Olympic Village, steady developments are being promoted under the “Olympic Village: The Model Plan for the Residential Buildings after the Games,” which compiles the basic concept for post-Games usage of the Olympic Village site.
2 Games operation
(1) Volunteers
There will be two types of volunteers for Tokyo 2020: Games volunteers supporting the operations of the Games, and city volunteers providing transport and tourism information at transportation hubs and other locations. The Games volunteers will be managed by the Tokyo 2020 Organising Committee, and the city volunteers by the TMG.
(2) Transport
To coordinate the views of the parties concerned and formulate policy for the quick, safe, and smooth transport of Games athletes, officials, spectators and staff, the Transportation Liaison and Coordination Council is studying transportation methods and other related matters.
(3) Security
In order to ensure the safety and security of everyone coming to Tokyo for the Games, studies are conducted to uncover possible risks from the perspective of public safety and disaster preparedness, and to build and enhance the risk management system.
3 Pre-Games training camps
Pre-Games training camps for athletes are held at the discretion of the sports associations of the participating countries in the host city as well as other locations in and around the host country. The TMG is actively supporting the municipalities of Tokyo such as by providing them with information relevant to attracting teams, globally promoting the facilities in Tokyo, and accepting site visits by national Olympic and Paralympic committees.
4 Advancing multilingual measures
The Council for Multilingual Measures in Preparation for the 2020 Olympic and Paralympic Games, made up of members from the TMG, national government, and other related organizations, was established in March 2014. It is engaged in measures for multilingual signage and is promoting the building of an environment to ensure a comfortable and safe stay for foreign visitors.
5 Initiatives for the Paralympic Games
In order to introduce barrier-free measures, both tangible and intangible, which will make it easier for all people, regardless of whether they have an impairment or not, to participate in the Tokyo 2020 Games, the TMG, the Tokyo 2020 Organising Committee and the central government established the Accessibility Council, which is working to formulate the Tokyo 2020 Accessibility Guidelines.
6 Raise public awareness
The enthusiasm of the citizens of Tokyo and the rest of Japan are indispensable for the success of the Tokyo 2020 Games. In order to build momentum for the Games, the TMG is implementing various projects with the cooperation of the Tokyo 2020 Organising Committee and local governments around Japan. For the success of the Tokyo 2020 Paralympic Games, the TMG is cooperating with the projects of the municipalities of Tokyo and the various bureaus of the metropolitan government to hold the No Limits Challenge, a program to experience Paralympic sports, within the projects.
7 Legacy
The legacy of the Tokyo 2020 Games has tangible aspects such as post-Games usage of the competition venues and Olympic Village, and intangible aspects such as heightening interest in sports and promotion of culture, and it covers a diversity of areas. In December 2015 the TMG released “Towards 2020: Building the Legacy” to advance measures that will leave lasting legacies to following generations.
8 Support for recovery of the Tohoku area
Tokyo raised the recovery of Japan from the 2011 earthquake and tsunami as one of its goals in the bid to host the 2020 Games. The Liaison Council to Support the Recovery of the Tohoku Region Affected by the 2011 Earthquake, which was established in July 2014 with members from the TMG, the Tokyo 2020 Organising Committee, the affected prefectures, and others, is advancing measures to support recovery efforts.
